DOVER, Del. - A state judge has halted the implementation of a ruling he issued last week declaring Delaware's new vote-by-mail law is unconstitutional and that voters cannot mail in their ballots in the upcoming November election.

Canadian Food Inspection Agency is asking Canadians to keep an eye out for an invasive bug that could spell disaster for the country’s wineries and fruit growers.The spotted lanternfly is a pest native to China that has been making inroads in the United States since 2014.Thus far, the small grey-and-red insect with spotted wings has not been found alive in Canada. Avian flu outbreaks confirmed on B.C., Alberta farms after brief pause in cases But in early September, hundreds of adults were found in a residential area in Buffalo, N.Y., just 45 km away from the Canadian border.The reports set off alarms at the CFIA, which in a tweet last week asked Canadians to report any sightings of the pest on this side of the border “immediately.”The insect feeds on sap, mainly from fruit trees, and can cause serious harm to orchards and vineyards.“We’re becoming more and more concerned about the proximity to Canada, and particularly our grape-growing industries, because this is a pest that has had significant impacts on the grape and fruit industry in the United States,” said Diana Mooij, a specialist in the invasive alien species program within the CFIA.The first North American sighting of the pest was in Pennsylvania in 2014, and since then, a tracking program monitored by Cornell University has documented the pest in 14 U.S.

Fanta Bility shooting: 3 Sharon Hill officers charged in child's shooting death due in court
SHARON HILL, Pa. - The three Sharon Hill police officers charged in the death of Fanta Bility, 8, are due in court Monday. Officers Devon Smith, Sean Dolan and Brian Devaney are each charged with 12 criminal counts of manslaughter and reckless endangerment in relation to the August 2021 shooting. The officers were also fired from the force following the fatal shooting. Authorities say Bility and her family were leaving a football game at Academy Park High School when a shooting between two men erupted in a crowd of people. Bullets from the shooting were fired in the direction of the three officers who were monitoring the crowd. RELATED HEADLINESThe officers reportedly returned fire, shooting toward a car they believed was involved in the initial gunfire, fatally striking Bility, officials say. Investigators later determined that the bullets fired toward the officers originated from an argument between 16-year-old Angelo "A.J." Ford and Hasein Strand, 19. The officers are set to arrive at the Delaware County courthouse in Media, Pennsylvania, to learn the fate of the charges against them. The mother of 8-year-old Fanta Bility spoke to FOX 29's Jeff Cole on the eve of the one-year anniversary of the deadly police shooting that claimed the life of her daughter. The family was leaving a Delaware County high school football game when a shooting erupted between two men and prompted nearby officers to return fire.
