COLOMBO (News 1st) – The twenty-second Constitution Amendment Bill is to be debated in Parliament on the 6th and 7th of October 2022.The new constitutional amendment will see the inclusion of some articles that were introduced in the 19th Amendment to the Constitution by the Government of Good Governance.One of these provisions is the dissolution of parliament within two years of being elected.However, MP Dilan Perera speaking to News 1st said that some of the articles that were approved by the Supreme Court are to be amended at the Committee State in Parliament, in a devious effort to increase the period of dissolving parliament to four and a half years.MP Dilan Perera joined the News 1st Ilakkaya program revealed that at the Ministerial Consultative Committee on Justice on Tuesday (4), the Justice Minister had noted that SLPP MPs had made a request to increase the period of dissolving parliament to four and a half years.He reprimanded the ruling faction for making such attempts, adding that these amendments have not been informed to the Supreme Court.

PHILADELPHIA - Philadelphia police released video in a double shooting that left two injured last week, one in critical condition.An 18-year-old and 25-year-old man were riding their bikes when they were ambushed with gunfire on the 6100 block of Market Street on September 30.Police say two suspects fired several shots after exiting the passenger side of a dark-colored minivan, possibly a Kia Sedona. They fled in the same vehicle.Surveillance video shows the suspects immediately opening fire on the victims as they rode towards them.MORE HEADLINES:The 18-year-old was shot in the leg, and placed in stable condition.

PHILADELPHIA - A man has died after he was shot in the neck in Philadelphia, authorities say. According to police, officers responded to Ogontz and Stenton Avenues just before 12:30 a.m. on Tuesday. Officials say responding officers found a man walking in the area bleeding heavily from a gunshot wound to his neck. Witnesses told authorities that the man got out of a Buick Sedan traveling northbound on Ogontz Avenue that stopped at the intersection, and Good Samaritans rushed to try and assist him, according to Chief Inspector Scott Small. MORE LOCAL HEADLINESPolice transported the man to Einstein Medical Center, where he was placed in critical condition and underwent surgery, Small says. Authorities say he did not survive and later died. According to Small, the Buick Sedan is still parked at the crime scene and there is blood in the driver's seat. Investigators say they are not sure if the man was driving the vehicle or driven to the location, but authorities do not believe the shooting happened in the area.

Nearly a month after someone shot Gossett to death, police released video of the suspected killer and now Gossett's family is speaking out. "All I feel now is pain and anger," said Linda Cruz, Gossett's sister. Family members say at around 2:00 a.m.

Bobbitt, seen here in a Burlington County courtroom back in 2020, was sentenced to three years of probation after pleading guilty to federal charges.  PHILADELPHIA - A Philadelphia man has been sentenced to three years of probation for his role in a GoFundMe scam that raised $400,000 using a fake, feel-good story. Johnny Bobbitt, 39, was also ordered to pay $25,000 in restitution after entering a guilty plea to conspiracy to commit money laundering in the case. Mark D’Amico and his then-girlfriend, Katelyn McClure, were accused of fabricating a story about Bobbitt, a homeless veteran, giving McClure his last $20 when she ran out of gas on a Philadelphia highway in 2017.  In truth, state and federal prosecutors said, the group had met near a Philadelphia casino in October 2017 shortly before they told their story.They publicized the story through local and national media interviews and created a GoFundMe account that more than 14,000 people donated to, thinking the money was to help Bobbitt, according to prosecutors.

Andre Shuford  PHILADELPHIA - A man and two girls were struck by a fleeing vehicle last month, and now police say a man is wanted in connection to the hit-and-run.Andre Shuford, 53, is accused of hitting all three victims at the intersection of 56th and Vine streets on September 2, then leaving them behind.Two girls, ages 5 and 3, sustained "bodily injuries," and a 43-year-old man suffered non-fatal injuries to his head and hip, according to police. Authorities say the 5-year-old girl was airlifted to CHOP in critical condition, but her current condition is not known. The younger child and man were said to be in stable condition.MORE HEADLINES:The striking vehicle was later found abandoned blocks away near the intersection of 53rd and Race streets. An active arrest warrant has been issued for Shuford, who police say is 5 feet 9 inches tall and 210 pounds with brown eyes.

PHILADELPHIA - A man and woman became the latest victims of a carjacking as the terrifying crime continues to rise across Philadelphia.Police say four masked men, each armed with a handgun, ambushed the victims at a Sunoco gas station at Wissahickon Avenue and Rittenhouse Lane Saturday night.Both victims, a 30-year-old woman and 29-year-old man, were reportedly carjacked at gunpoint. PLAINS, Pa. - State police shot and killed a man who struck a trooper with his pickup truck and then crashed into a police sport utility vehicle after an altercation at a northeastern Pennsylvania bar, authorities said.State police and Luzerne County prosecutors said troopers from Wilkes-Barre were called to the Ole Tyme Charley's Pub and Grill in Plains Township at about 1:30 a.m. Friday after a "highly intoxicated" man was reported to have assaulted a patron and an employee.Police allege that as two troopers arrived, Jason Kilduff, 41, of Pittston "intentionally" drove his pickup toward the troopers in an "attempt to strike them with his vehicle." One trooper was struck and the truck also struck the state police SUV, police said."Both troopers discharged their weapons while attempting to dodge the vehicle," police said.

PHILADELPHIA - A man was killed in front of his own home Friday night after police say two suspects opened fire.Police say the 42-year-old man was sitting on the porch of his home on the 900 block of Marcella Street when two men with guns started approaching just before midnight.Both men reportedly started shooting from the sidewalk, and continued as they climbed the stairs to the porch. WISSAHICKON - An apparent road rage situation led to the shooting of a 37-year-old man in Philadelphia's Wissahickon section.According to officials, 5th District officers were called to an alleyway near the 3900 block of Manayunk Avenue, just off the 300 block of Hermit Street Saturday night, around 9:30, on a report of gunshots.When police arrived, they found a 37-year-old man suffering with at least three gunshot wounds and the alleged shooter was also on location.Philadelphia Police Inspector D.F. Pace explained an apparent road rage incident took place on Ridge Avenue between the driver of a white Jeep SUV and the driver of a large, dark-colored Chevrolet van.Somewhere on Ridge Avenue, the driver of the Chevy got out, approached the Jeep and pounded on the hood of the vehicle.Inside the Jeep was a male driver, his wife and 7-year-old child.The driver of the Chevy got back into his vehicle and drove off, according to Inspector Pace, but the driver of the Jeep pursued the Chevy, down Ridge, onto Hermit Street and into the alleyway, with the Chevy crashing into two vehicles parked on the Manayunk Ave.

MARION COUNTY, Ore. - Authorities in Oregon said a kidnapped woman secretly called 911 and called out phrases and street names to discreetly alert officers where to find her and the suspect. Marion County deputies said a 911 call came in Wednesday evening after 5 p.m. local time to the Willamette Valley Communications Center 911.The dispatcher picked up the phone and heard a woman in the background telling someone to "get out of my car" and "don’t touch me."The dispatcher continued to listen to the open line as the woman said street names in the background while driving to alert officers as to where they could find her.RELATED: Video: Man kidnapped off Queens streetDispatchers then alerted officers from the Salem Police Department. Officers found the woman at Shari’s Restaurant on Lancaster Drive SE.
