COLOMBO (News 1st) – The Ministry of Justice has introduced a new controversial anti-corruption bill that would see the creation of an independent commission that is empowered to carry out arrests without a warrant or a magesterial order, for officials who are suspected to have carried out an offence under the proposed anti-corruption act. The Minister of Justice, Wijeyadasa Rajapaksa, speaking to News 1st said that the bill was drafted based upon the UN convention against corruption, which has been ratified by Sri Lanka in 2004. The Minister said that the existing bribery and corruption commission does not have the power that is proposed in the current bill, while it is important to make the commission independent without any political party or any affiliations. In addition, the Minister said that it has been proposed to dissolve the existing laws with regard to assets and liabilities, which will be included within the proposed bill. Moreover, whistleblower rights will also be protected, the Minister said. According to the bill, any authorized officer of the Commission may without an order from a Magistrate and without a warrant arrest any person suspected of committing an offence under the provisions of this Act. The Minister emphasized that this is NOT a quasi-judicial power, as the Police too is able to arrest people without a warrant. Section (58)1 of the proposed bill highlights that "an authorised officer of the Commission may apply in writing to the High Court for a warrant authorizing the covert monitoring of any conduct and recording of any communication if such officer has reasonable grounds to suspect or believe that a person has committed, is committing or is about to commit an offence under this Act,".The

ALLEGHENY COUNTY, Pa. - A 15-year-old has been arrested in last month's shooting at a western Pennsylvania amusement park that wounded three people, including two teenagers.Allegheny County and West Mifflin police said last week that the teenager is being charged as an adult with aggravated assault, reckless endangering and firearms crimes in the Sept. 24 gunfire at Kennywood Park on the opening night of the park's Phantom Fall Fest.Park officials said the late Saturday night shooting followed an altercation between two groups of teenagers near the Musik Express ride at the park in West Mifflin, southeast of Pittsburgh.

PASADENA, Calif. - A search is underway for a man believed to be kidnapped by two suspects in the Pasadena area.According to the Los Angeles County Sheriff's Department, two male suspects got out of a 2008 silver Infiniti G-35 on Michillinda Avenue near Colorado Boulevard on Thursday.The suspects approached a Hispanic-looking man, possibly in his 30s, walking on the side sidewalk. COLOMBO (News 1st) – The Emigration and Immigration Department says that more than 700,000 passports have been issued within the first 9 months of 2022.The Deputy Controller and Media Spokesperson of the Department, Piyumi Bandara stated that 700,733 passports have been issued during the relevant period.This number is significant in comparison with the previous year, as only 300,000 passports have been issued within the full 12 months of 2021.Immigration and Emigration Department data shows that the number of foreign passports issued in the year 2021 is 392,032.According to the data, passports were issued for 409,919 men and 290,814 women within the first nine months of 2022.The highest number of foreign passports were issued in the month of August, which is 115,286.

LAWRENCE, N.J. - A man convicted of first-degree murder in the death of a woman whose remains were found dismembered and set on fire at a South Jersey farm four years ago has been sentenced to life in prison.The Cumberland County prosecutor’s office said 57-year-old Dennis Parrish will be ineligible for parole for more than 63 years following Friday’s first-degree murder sentence in the July 2018 death of 32-year-old Tonya Cook.Authorities said Parrish killed Cook at his home before dismembering her body and setting her remains on fire in a field in Lawrence Township.RELATED COVERAGE:At trial, the defense argued that someone else murdered the victim.

FOX 2 - A verdict was reached in the gruesome rape and murder of a professional poker player who was burned alive in Waterford.On Friday the jury found convicted sex offender Jeffrey Morris guilty of killing Susie Zhao in 2020 and then dumping her in a secluded park. Morris, 60, faces life in prison when he's sentenced.She had been bound with zip-ties, sexually assaulted and set on fire -- before she died.Zhao, who was from Waterford Township, was a professional poker player and had been living in California.Her body was found in a parking lot in White Lake in July by two men passing by the area in a car.

PHILADELPHIA - A months-long search for a 17-year-old girl wanted for the murder of a man, and the attempted murder of another teen has come to an end, according to the Montgomery County District Attorney's Office.Jahme Barnes, 17, of Philadelphia, has been charged in connection to a deadly shooting that broke out near Grant Street and Union Alley in Pottstown on August 28, killing Dakari Rome and injuring a 17-year-old boy.Officials say they found blood stains and several shell casings inside an SUV where Barnes, both victims, co-defendant Kahseem Williams, who was arrested on September 1; and an unknown female were "hanging out" as the shooting unfolded.Messages on Williams' phone revealed a conversation between him and Rome, according to the DA's office:"Yo ask him to hold his gat (slang for gun) once he give it to you tell em he burnt (slang for cheated or deceived) we gon to go in a ride," Rome messaged Williams.Minutes later, Williams messaged Rome, "Tell em let you hold it while I drop him off up there once he do don’t give it back we go slide to citt."The injured 17-year-old reportedly told police he possessed a 9 mm Glock on the night of the murder. Officials say the teen handed the gun to Rome, who gave it Williams, who passed it onto Barnes, who then started playing with the gun and recording herself.Barnes then reportedly fired at the teen after pointing the gun at him, and asking "what else you got?"The bullet went through the teen's hand, and fatally into Rome's chest. SAN JOSE, Calif. - The San Jose Fire Department has launched an investigation into a video posted to social media of a bikini-clad woman exiting a fire truck.The video shared on the San Jose Foos Instagram account Thursday night shows a fire truck with its lights flashing stopped outside the Pink Poodle strip club.A few seconds into the video, a woman wearing what appears to be a bikini gets out of the truck and walks toward the strip club.The San Jose Fire Department said it was aware of the "concerning" video and has started an investigation to determine the facts."If findings of an internal investigation reveal inappropriate behavior of any Department members, appropriate steps will be taken to address the matter," San José Fire Chief Robert Sapien, Jr. said in a statement.

York Regional Police (YRP) announced they had arrested Andre Marcel Vautour, 47, of no fixed address, who was allegedly wanted in connection with a fraudulent romance scam investigation in Quebec.An online search in Quebec’s court system shows that Vautour is slated to appear in Drummondville, Que., on Monday, Oct. 11.

NEWARK, Del. - A 16-year-old Newark boy has been arrested and charged following an incident at Newark High School Thursday.According to New Castle County officials, Newark High School was put into lockdown Thursday afternoon, around 1 p.m., after school officers determined a student had a gun in the building.The investigation showed the student left the building and students were subsequently dismissed.Authorities say, Newark police went to the suspect’s home, where they found a shooting had just taken place.

A man is dead after faulty GPS coordinates may have led him to drive his Jeep off a North Carolina bridge that had washed away in 2013. There was no signage or barricade on the bridge to alert drivers of its decrepit state.

PHILADELPHIA - Philadelphia police have released video of a shooting that injured a man in Logan as they search for three suspects. On Oct. 4, officers with the 35th District responded to reports of a shooting near Broad and Windrim streets. When officers arrived on scene they found a 23-year-old man suffering from multiple gunshot wounds to his right arm.

PHILADELPHIA - The mother of Nicolas Elizalde is speaking out after her son was gunned down in a shooting that also injured four others as he finished football practice at Roxborough High School. Nicolas’ mother, Meredith, stopped by Good Day Philadelphia Friday morning, - a day before what would have been his 15th birthday - to remember her son and share a message to those responsible for his death.Elizalde, a student at Saul High school, was among of group of teens who were leaving a joint football scrimmage when five gunmen emerged from a car and unleashed more than 60 shots. Nicolas was struck and succumbed to his injuries. The other four victims are expected to physically recover. "He is one of a kind. He’s never said an unkind word.

PHILADELPHIA - A second suspect is now facing charges in a shooting that injured two people near Temple University’s campus in mid-September.Late last month, police announced multiple charges, including aggravated assault, against 22-year-old Troy Mullen in connection with the incident. A 17-year-old from Delaware has also been charged with aggravated assault, conspiracy, and related offenses, according to the Philadelphia District Attorney’s Office. The shooting occurred during the early morning back on Sept. 17 at 16th Street and Cecil B.

Mexico state of Guerrero, officials said Thursday.Residents began burying the victims even as a video posted on social media showed men who identified themselves as the Tequileros gang claiming responsibility for the mass shooting.The Guerrero state security council said gunmen burst into the town hall in the village of San Miguel Totolapan Wednesday and opened fire on a meeting the mayor was holding with other officials.Among the dead were Mayor Conrado Mendoza and his father, Juan Mendoza Acosta, a former mayor of the town. Most of the other victims were believed to be local officials.The walls of the town hall, which were surrounded by children’s fair rides at the time, were left riddled with bullets.

MERCED, Calif. - The suspect in the killing of a Merced family had worked for the victims at one point, according to a relative.A loved one told KTVU that Jesus Salgado, 48, once drove a truck for the family's company.The bodies of 8-month-old Aroohi Dheri, her parents Jasleen Kaur, 27, and Jasdeep Singh, 36; and her uncle Amandeep Singh, 39., were found at an orchard in Merced County two days after they were kidnapped at gunpoint from their business, police said.SEE ALSO: Body language analyzed while slain Merced family kidnapped"Our worst fears have been confirmed," Merced County Sheriff Vern Warnke said at a Wednesday night news conference.Warnke said the victims were close to each other when found by a farmworker tending to an almond orchard in a remote area near the town of Dos Palos, a town about 30 miles south of Merced where the family was kidnapped on Monday.A source close to the investigation told KTVU that the two brothers were killed with a machete. BUCKS COUNTY, Pa - The American Civil Liberties Union (ACLU) has filed a complaint with several federal agencies against the Central Bucks School District for the treatment of LGBTQ students. According to the ACLU, a complaint was filed with the Department of Justice's Civil Rights Division and the Department of Education's Office for Civil Rights Thursday. The organization says the complaint was filed on behalf of seven students in the school district who allege "a widespread culture of discrimination against LGBQ&T students, particularly transgender and nonbinary students." According to the ACLU, the complaint is based on a five-month investigation that included interviews with dozens of current and former student and staff members, families and community stakeholders. "The picture that emerged is of a toxic educational environment for LGBQ&T students that has been exacerbated by homophobic and transphobic actions and policies taken recently by the school board and upper-level administrators," the ACLU said. The complaint comes weeks after the school district faced backlash over a policy outlining names and how students can be identified in class. Controversy in a Bucks County school district and it all comes down to the first name that teachers can call students in class.

PHILADELPHIA - The Philadelphia Police Department's Special Victims Unit is asking for the public's help to identify a suspect wanted in connection with the sexual assault of a teenage girl. Police say the man entered a private residence on the 2500 block of South 3rd Street on September 21 around 10:30 p.m. Authorities say they do not know how the man gained access to the home. While inside the residence, the man used a flashlight to go through drawers before sexually assaulting a 15-year-old girl, police say. MORE LOCAL HEADLINESThe suspect later fled the home and was last seen walking south on the 2600 block of South Hancock Street, according to authorities. Officials say the teen's wallet and Visa card were also stolen by the suspect. Anyone with information on the incident or suspect is asked to contact Philadelphia police.

(Berks County DA)READING, Pa. - A police officer's gunshots that injured a wanted man in the parking lot of a Reading Wawa last month were found to be justified according to the Bucks County District Attorney's Office.An investigation into the September 14 shooting determined the officer, "discharged their weapon lawfully in self-defense and defense of another."Plain and uniformed officers descended on a Wawa on Lancaster Avenue after reportedly receiving a tip that Emanuel Padilla-Tirado, who was wanted in connection to a shooting, was in the area. Officials say Padilla-Tirado charged the officers when his vehicle got blocked in, striking one of them.The officer then fired three shots at the suspect as he continued to charge, until his vehicle was stopped by a concrete pillar.Padilla-Tirado was taken into custody and transported to a local hospital along with his female passenger.

(Wilson Police Department) A North Carolina woman was arrested and faces several charges after allegedly trying to castrate her 5-year-old stepson, according to authorities.Bracey Renee Byrd, 33, was arrested Friday and charged with attempted murder, felony child abuse inflicting serious bodily injury, malicious castration, first-degree kidnapping and three counts of felony child abuse with physical injury.The woman was taken to jail and given a $2 million secured bond, FOX 8 reported.An investigation into the alleged abuse came after the Wilson County Sheriff’s Office received a referral on July 29 from the Wilson County Department of Social Services about possible child abuse.

Canadian minesweeper deployed to Europe was relieved of her duties over an allegation of “inappropriate conduct of a sexualized nature.”The Department of National Defence announced the move in a statement this afternoon, saying the incident is alleged to have occurred during a port visit in Lisbon, Portugal.The department did not reveal more details or the officer’s name.

NEWPORT TOWNSHIP, Pa. - Investigators with Pennsylvania State Police have identified a set of human remains as a teen missing for more than 50 years. According to the agency, the human remains were discovered in Luzerne County on November 17, 2002, on the grounds of a former coal-mining operation in Newport Township. Police say the remains have been identified as Joan Marie Dymond, who was 14 years old when she disappeared from Andover Street Park on June 25, 1969. Examination of the remains reveals that Dymond died of suspicious circumstances and lab results indicate that it is highly likely that she died in the late 1960s, troopers say. Investigators were able to identify Dymond by using DNA and comparing it to a DNA sample provided by Dymond's family, according to the agency. MORE LOCAL HEADLINES"We never stopped pursuing answers, and this investigation remains very active," Captain Patrick Dougherty said. "After 23 years, the family of Joan Marie Dymond very much deserves closure.

PHILADELPHIA - Investigators with the Philadelphia Police Department are searching for a teenager wanted in connection with a deadly ambush near Roxborough High School last week. Officers are searching for Dayron Burney-Thorne, 16, in connection with the shooting that left one football player dead and four other teens injured on the 300 block of Fairway Terrace on the afternoon of September 27. A 14-year-old was killed in a quadruple shooting that erupted following a football scrimmage at Roxborough High School Tuesday afternoon. Another 14-year-old and a 17-year-old were also hurt in the shooting but are expected to survive.
