WASHINGTON – President Donald Trump is expected to pardon his former chief strategist, Steve Bannon, as part of a flurry of clemency action that appeared to be still in flux in the final hours of his presidency, according to a person familiar with his thinking.
The person, who spoke on condition of anonymity to discuss private deliberations, stressed that Trump has flip-flopped repeatedly as he mulls his final actions, and warned the decision could be reversed until it's formally unveiled.The last-minute clemency would follow separate waves of pardons over the last month for Trump associates convicted in the FBI’s Russia investigation as well as the father of his son-in-law.
