PHILADELPHIA - The National Hurricane Center says Tropical Storm Fay has formed off the coast of North Carolina, and we're awaiting the issuance of advisories as the storm is expected to move up the Mid-Atlantic coast.Flash Flood Watches will take effect for our area overnight into Friday afternoon.According to the National Hurricane Center, the area of low pressure was located near the North Carolina Outer Banks at 2 p.m.
