PHILADELPHIA - Authorities have arrested and charged a man in connection with the shooting that killed one teen and injured four others outside Roxborough High School late last month.Yaaseen Bivins, 21, has been charged with murder, aggravated assaulted, and related offenses in the shooting that left 14-year-old Nicolas Elizalde dead. Bivins arrest comes a more than a week after officials issued an arrest warrant for 16-year-old Dayron Burney-Thorn in connection with the Roxborough High School incident. Burney-Thorn also faces murder and related charges. The mother of the 14-year-old boy killed in the shooting outside Roxborough High School recalled the moment she felt her son pass away in her arms.

PHILADELPHIA - Police are investigating a shooting that left a teenager critically injured in West Oak Lane on Monday night. At around 6:48 p.m., police responded to the 6500 block of North Smedley Street where they say they found a 13-year-old boy who had been shot multiple times in the head and face. The victim was transported to Einstein Hospital where police say he was placed in critical condition. Authorities say no weapons were recovered, and no arrests have been made. Anyone with information about this incident is asked to contact the police.

COLOMBO (News 1st) – Fort Magistrate Thilina Gamage has turned down a request made by Sri Lanka Police to issue an order against the protest planned for Monday (10) evening at Galle Face Green.President's Counsel Saliya Pieris, appearing for the Rights of Lawyers, and Professions movement told the Court that engaging in peaceful assembly is a fundamental right.He pointed out that multiple political parties had held protests at Galle Face Green on previous occasions.After considering the submissions, Fort Magistrate Thilina Gamage noted that there is no evidence to claim that anything illegal or violent will take place at the protest.The Magistrate noted that there are no obstructions towards any protest that does not obstruct the rights of others, and further noted that if any act of violence does take place, Sri Lanka Police has the power to take action to prevent such from taking place.

COLOMBO (News 1st) – The Ministry of Justice has introduced a new controversial anti-corruption bill that would see the creation of an independent commission that is empowered to carry out arrests without a warrant or a magesterial order, for officials who are suspected to have carried out an offence under the proposed anti-corruption act. The Minister of Justice, Wijeyadasa Rajapaksa, speaking to News 1st said that the bill was drafted based upon the UN convention against corruption, which has been ratified by Sri Lanka in 2004. The Minister said that the existing bribery and corruption commission does not have the power that is proposed in the current bill, while it is important to make the commission independent without any political party or any affiliations. In addition, the Minister said that it has been proposed to dissolve the existing laws with regard to assets and liabilities, which will be included within the proposed bill. Moreover, whistleblower rights will also be protected, the Minister said. According to the bill, any authorized officer of the Commission may without an order from a Magistrate and without a warrant arrest any person suspected of committing an offence under the provisions of this Act. The Minister emphasized that this is NOT a quasi-judicial power, as the Police too is able to arrest people without a warrant. Section (58)1 of the proposed bill highlights that "an authorised officer of the Commission may apply in writing to the High Court for a warrant authorizing the covert monitoring of any conduct and recording of any communication if such officer has reasonable grounds to suspect or believe that a person has committed, is committing or is about to commit an offence under this Act,".The

COLOMBO (News 1st) – Student Activist Hashan Gunathilake who was detained under a 90-day detention order under the provisions of the Prevention of Terrorism Act was released by a Sri Lankan court on Friday (7). Gunathilake is an activist from the Inter-University Student's Federation and he was arrested on the 18th of August 2022 following a protest in Colombo. He was arrested along with Venerable Galwewa Siridhamma Thero, and Wasantha Mudalige, the Inter-University Student's Federation Convener.On 19th August 2022, Sri Lanka's Defence Ministry issued detention orders for Wasantha Mudalige and Hashan Gunathilake.Gunathilake has been in detention ever since.On Friday (7), he was released after he was produced at the Tangalle Magistrate's Court.The Terrorist Investigations Department informed Tangalle Magistrate Hemantha Pushpakumara that it did not have sufficient evidence to continue to hold Hashan Jeewantha under detention orders.Upali Mohotti, PC appearing for the student activist noted that 50 days of investigations by the TID have uncovered zero evidence against Hashan Jeewantha.

PHILADELPHIA - As city and community leaders try to find ways to protect kids from the gun violence crisis, a new program at several Philadelphia schools aims to keep students safe after the final bell rings.The folks in the blue vests outside West Philadelphia High School are community members paid to monitor dismissal, as part of the "Safe Path" program just instituted this year at eight Philly schools. The goal is to help reduce violence and make sure kids get home safely.

PHILADELPHIA - The Philadelphia Police Department's Special Victims Unit is asking for the public's help to identify a suspect wanted in connection with the sexual assault of a teenage girl. Police say the man entered a private residence on the 2500 block of South 3rd Street on September 21 around 10:30 p.m. Authorities say they do not know how the man gained access to the home. While inside the residence, the man used a flashlight to go through drawers before sexually assaulting a 15-year-old girl, police say. MORE LOCAL HEADLINESThe suspect later fled the home and was last seen walking south on the 2600 block of South Hancock Street, according to authorities. Officials say the teen's wallet and Visa card were also stolen by the suspect. Anyone with information on the incident or suspect is asked to contact Philadelphia police. 

NEW CASTLE, Del. - Detectives with the New Castle Division of Police Case Squad have released new surveillance video in an effort to solve a homicide from 2015. Police say the deadly shooting of Kelvin Powers took place on February 11, 2015, at 6:55 p.m. Officers were dispatched to Amstel Drive, part of the William Penn Village Apartments, after receiving reports of a shooting. Investigators say Powers' girlfriend was leaving the apartment with her young son when she was confronted by two armed suspects wearing masks.

PHILADELPHIA - Police have released new surveillance video and images of suspects wanted in connection with a deadly ambush shooting near Roxborough High School last week. The shooting left one teenager dead and four others injured on the 300 block of Fairway Terrance on the afternoon of September 27. Police say responding officers found four teens, including two 14-year-olds, suffering from gunshot wounds. One 14-year-old was grazed and treated at the scene.
