PHILADELPHIA - Authorities in Philadelphia say a teenage suspect wanted in connection to the deadly shooting near Roxborough High School surrendered to police on Monday. Troy Fletcher, 15, had a lawyer present when he turned himself into homicide detectives on multiple charges, according to police. An arrest warrant for Fletcher was issued last week for multiple charges, including murder, in connection to the Sept. 27 shooting that claimed the life of 14-year-old Nicolas Elizalde and injured 4 others.Hours earlier, federal authorities increased an award for 16-year-old Dayron Burney-Thorn by $5,000 for information that leads to an arrest.

PHILADELPHIA - Investigators with the Philadelphia Police Department are asking for the public's help in identifying a shooting suspect. According to police, the suspect fired a handgun several times into the windshield of an Infinity sedan in a parking lot located at 133 N 10th Street in the city's Chinatown neighborhood. Authorities say the incident happened on Thursday just before 2 p.m. The Infinity Sedan was being driven by an unknown person, who drove off from the scene without contacting police, officials say. MORE LOCAL HEADLINESPolice released video surveillance which shows the shooting after a crash involving the sedan and a silver Dodge Durango. According to authorities, the suspect arrived at and left the parking lot in the Dodge. Officials pointed out that the Dodge has a sunroof, tinted windows and a distinctive hood with scoops. Police say the vehicle has front-end damage and may no longer have a front bumper cover. Anyone with information on the shooting is urged to contact Philadelphia police at 215-686-8477 or submit an anonymous tip online.

PHILADELPHIA - An 18-year-old has been arrested in connection with chaos that erupted on the streets of Old City earlier this month. On October 2, chaos unfolded near the FOX 29 studio at the intersection of Market and 4th Streets. Around 10 p.m. crowds began to gather, blocking traffic in all directions as hundreds of people formed a large circle to watch drag racing, car tricks and fireworks that were set off. The Philadelphia Police Department says officers assigned to a detail responded to Broad and York Streets around 12:30 a.m.

PHILADELPHIA - The Philadelphia Police Department has announced the arrest of a second suspect wanted in connection with a deadly shooting near Roxborough High School in September. Philadelphia Police Deputy Commissioner Frank Vanore announced the arrest via Twitter on Thursday morning. Police have not yet released additional information about the arrest or the suspect who is now in custody. The second arrest comes one day after police arrested and charged 21-year-old Yaaseen Bivins in connection with the deadly ambush shooting that left 14-year-old Nicholas Elizalde dead. RELATED COVERAGEPolice also issued an arrest warrant for 16-year-old Dayron Burney-Thorn, who is wanted on murder charges in relation to the incident. Police say Elizalde and four other teenagers had just finished participating in a football scrimmage and were walking back to the locker room when a group of five suspects exited an SUV and opened fire on the group in September. According to police, at least 60 shots were fired in the shooting that left Elizalde with a fatal gunshot wound to the chest.

PHILADELPHIA - Authorities have arrested and charged a man in connection with the shooting that killed one teen and injured four others outside Roxborough High School late last month.Yaaseen Bivins, 21, has been charged with murder, aggravated assaulted, and related offenses in the shooting that left 14-year-old Nicolas Elizalde dead. Bivins arrest comes a more than a week after officials issued an arrest warrant for 16-year-old Dayron Burney-Thorn in connection with the Roxborough High School incident. COLOMBO (News 1st) – The Ministry of Justice has introduced a new controversial anti-corruption bill that would see the creation of an independent commission that is empowered to carry out arrests without a warrant or a magesterial order, for officials who are suspected to have carried out an offence under the proposed anti-corruption act. The Minister of Justice, Wijeyadasa Rajapaksa, speaking to News 1st said that the bill was drafted based upon the UN convention against corruption, which has been ratified by Sri Lanka in 2004. The Minister said that the existing bribery and corruption commission does not have the power that is proposed in the current bill, while it is important to make the commission independent without any political party or any affiliations. In addition, the Minister said that it has been proposed to dissolve the existing laws with regard to assets and liabilities, which will be included within the proposed bill. Moreover, whistleblower rights will also be protected, the Minister said. According to the bill, any authorized officer of the Commission may without an order from a Magistrate and without a warrant arrest any person suspected of committing an offence under the provisions of this Act. The Minister emphasized that this is NOT a quasi-judicial power, as the Police too is able to arrest people without a warrant. Section (58)1 of the proposed bill highlights that "an authorised officer of the Commission may apply in writing to the High Court for a warrant authorizing the covert monitoring of any conduct and recording of any communication if such officer has reasonable grounds to suspect or believe that a person has committed, is committing or is about to commit an offence under this Act,".The

PLYMOUTH TOWNSHIP, Pa. - A man is recovering after he was stabbed during a fight outside a Wawa in Plymouth Township.Plymouth Township Police Department officials say the incident took place in the parking lot of a Wawa on Ridge Pike, in Plymouth Township Saturday morning, just before 9 a.m.The victim and 29-year-old Philadelphia resident Ivan Davonte Stephens, Jr. reportedly fought in the parking lot, when Stephens pulled a knife and stabbed the victim several times and took off.The man was taken to Paoli Hospital and treated for his injuries.

PHILADELPHIA - A months-long search for a 17-year-old girl wanted for the murder of a man, and the attempted murder of another teen has come to an end, according to the Montgomery County District Attorney's Office.Jahme Barnes, 17, of Philadelphia, has been charged in connection to a deadly shooting that broke out near Grant Street and Union Alley in Pottstown on August 28, killing Dakari Rome and injuring a 17-year-old boy.Officials say they found blood stains and several shell casings inside an SUV where Barnes, both victims, co-defendant Kahseem Williams, who was arrested on September 1; and an unknown female were "hanging out" as the shooting unfolded.Messages on Williams' phone revealed a conversation between him and Rome, according to the DA's office:"Yo ask him to hold his gat (slang for gun) once he give it to you tell em he burnt (slang for cheated or deceived) we gon to go in a ride," Rome messaged Williams.Minutes later, Williams messaged Rome, "Tell em let you hold it while I drop him off up there once he do don’t give it back we go slide to citt."The injured 17-year-old reportedly told police he possessed a 9 mm Glock on the night of the murder. Officials say the teen handed the gun to Rome, who gave it Williams, who passed it onto Barnes, who then started playing with the gun and recording herself.Barnes then reportedly fired at the teen after pointing the gun at him, and asking "what else you got?"The bullet went through the teen's hand, and fatally into Rome's chest. The 17-year-old then fled the vehicle as Williams reportedly continued shooting at him. Barnes was arrested by U.S.

COLOMBO (News 1st) – Two people suspected to be involved in the murder of a father-son duo in Maharagama and Panadura areas have been arrested, 31 years after the crime was committed.The police said that a suspect, who was arrested in connection with the two murders, was remanded for up to 14 days after being produced before the Moratuwa Magistrate's Court.Another 55-year-old suspect identified as a resident of Molligoda, Wadduwa area was also arrested on Friday (7) in connection with the murders.The police said that the suspect had assaulted the son with a sharp weapon during a party and had then dumped the body at a swamp near the Bolgoda river.The father-son duo had been killed in 1991.

York Regional Police (YRP) announced they had arrested Andre Marcel Vautour, 47, of no fixed address, who was allegedly wanted in connection with a fraudulent romance scam investigation in Quebec.An online search in Quebec’s court system shows that Vautour is slated to appear in Drummondville, Que., on Monday, Oct. 11.

NEWARK, Del. - A 16-year-old Newark boy has been arrested and charged following an incident at Newark High School Thursday.According to New Castle County officials, Newark High School was put into lockdown Thursday afternoon, around 1 p.m., after school officers determined a student had a gun in the building.The investigation showed the student left the building and students were subsequently dismissed.Authorities say, Newark police went to the suspect’s home, where they found a shooting had just taken place.

PHILADELPHIA - Philadelphia police have released video of a shooting that injured a man in Logan as they search for three suspects. On Oct. 4, officers with the 35th District responded to reports of a shooting near Broad and Windrim streets. When officers arrived on scene they found a 23-year-old man suffering from multiple gunshot wounds to his right arm.

PHILADELPHIA - A second suspect is now facing charges in a shooting that injured two people near Temple University’s campus in mid-September.Late last month, police announced multiple charges, including aggravated assault, against 22-year-old Troy Mullen in connection with the incident. A 17-year-old from Delaware has also been charged with aggravated assault, conspiracy, and related offenses, according to the Philadelphia District Attorney’s Office. The shooting occurred during the early morning back on Sept. 17 at 16th Street and Cecil B.

MERCED, Calif. - The suspect in the killing of a Merced family had worked for the victims at one point, according to a relative.A loved one told KTVU that Jesus Salgado, 48, once drove a truck for the family's company.The bodies of 8-month-old Aroohi Dheri, her parents Jasleen Kaur, 27, and Jasdeep Singh, 36; and her uncle Amandeep Singh, 39., were found at an orchard in Merced County two days after they were kidnapped at gunpoint from their business, police said.SEE ALSO: Body language analyzed while slain Merced family kidnapped"Our worst fears have been confirmed," Merced County Sheriff Vern Warnke said at a Wednesday night news conference.Warnke said the victims were close to each other when found by a farmworker tending to an almond orchard in a remote area near the town of Dos Palos, a town about 30 miles south of Merced where the family was kidnapped on Monday.A source close to the investigation told KTVU that the two brothers were killed with a machete. The source said Kaur was then shot as she held her baby girl in her arms.

PHILADELPHIA - The Philadelphia Police Department's Special Victims Unit is asking for the public's help to identify a suspect wanted in connection with the sexual assault of a teenage girl. Police say the man entered a private residence on the 2500 block of South 3rd Street on September 21 around 10:30 p.m. Authorities say they do not know how the man gained access to the home. While inside the residence, the man used a flashlight to go through drawers before sexually assaulting a 15-year-old girl, police say. MORE LOCAL HEADLINESThe suspect later fled the home and was last seen walking south on the 2600 block of South Hancock Street, according to authorities. Officials say the teen's wallet and Visa card were also stolen by the suspect. Anyone with information on the incident or suspect is asked to contact Philadelphia police.

LOS ANGELES - New details have been released in the stabbing of a Fashion District store owner in downtown Los Angeles – who possibly may have been murdered over a wig.Tommy Lee immigrated to the United States from South Korea and owned a wig shop in the Fashion District for about 20 years.On Saturday, around 1:15 p.m. near the intersection of Wall Street and Olympic Boulevard, two 17-year-olds approached Lee and tried to rob him. PHILADELPHIA - Law enforcement sources tell FOX 29 that investigators are exploring the possibility that some of the suspects involved in the deadly shooting near Roxborough High School are linked to two other homicides, including the "unprovoked murder" of a Temple graduate in West Philadelphia. Sources tell FOX 29's Kelly Rule that police are also investigating if the suspects are behind a deadly broad daylight shooting of a 19-year-old man who was ambushed as he sat on the front steps of a home. WILMINGTON, Del. - Nearly a month after a 68-year-old jewelry store owner was brutally attacked during a mid-morning robbery, his family is speaking out about the day that changed all of their lives forever. At around 10:40 a.m., Wilmington police say they responded to the 100 block of West 9th Street for reports of a robbery. In a surveillance video later released by the family, you can see the suspect, later identified as 39-year-old Calvin Ushery, brutally beat the owner of Solid Gold Jewelers, Chang Suh, inside his store.Steven Suh, the victim's son, and members of the Wilmington City Council, spoke about the robbery on Wednesday during a press conference.

(Berks County DA)READING, Pa. - A police officer's gunshots that injured a wanted man in the parking lot of a Reading Wawa last month were found to be justified according to the Bucks County District Attorney's Office.An investigation into the September 14 shooting determined the officer, "discharged their weapon lawfully in self-defense and defense of another."Plain and uniformed officers descended on a Wawa on Lancaster Avenue after reportedly receiving a tip that Emanuel Padilla-Tirado, who was wanted in connection to a shooting, was in the area. Officials say Padilla-Tirado charged the officers when his vehicle got blocked in, striking one of them.The officer then fired three shots at the suspect as he continued to charge, until his vehicle was stopped by a concrete pillar.Padilla-Tirado was taken into custody and transported to a local hospital along with his female passenger.
