KYIV, Ukraine - Russia's pledge to scale back some military operations in Ukraine drew skepticism, a bitter reality check in a rare moment of optimism five weeks into what has devolved into a bloody war of attrition.Ukrainian President Volodymyr Zelenskyy said there was no reason to believe Russia's announcement that it would reduce military activity near Kyiv, the capital, as well as in the northern city of Chernihiv, given what's happening on the ground."We can call those signals that we hear at the negotiations positive," he said in his nightly video address to the Ukrainian people. "But those signals don’t silence the explosions of Russian shells."Still, Tuesday's talks sketched out what could end up being a framework for ending the war that has imposed an increasingly punishing toll, with thousands dead and more than 4 million Ukrainians fleeing the country.

The talks had been expected to resume on Wednesday, but with what Turkish Foreign Minister Mevlut Cavusoglu called "meaningful" progress made, the two sides decided to return home for consultations. At the conference in Istanbul, Ukraine’s delegation laid a framework under which the country would declare itself neutral and its security would be guaranteed by an array of other nations.Russian Deputy Defense Minister Alexander Fomin said Moscow would in the meantime "fundamentally ...

cut back military activity in the direction of Kyiv and Chernihiv" to "increase mutual trust and create conditions for further negotiations."He did not spell out what that would mean in practical terms.KYIV, UKRAINE - MARCH 30: A woman with belongings walks past a completely destroyed building after Russian shelling in Sviatoshinsky district of Kyiv, Ukraine on March 30, 2022.

Families frustrated by New Jersey school district abruptly relocating teachers, staff
CHERRY HILL, N.J. - Families in the Cherry Hill School District have grown frustrated that teachers have been abruptly relocated to other schools without explanation. Students and parents packed into a Cherry Hill School Board meeting Tuesday night to demand answers following the sudden transfer of their beloved teachers to other district schools. "Since we have gotten no reason, I think it’s punitive. I think it’s personal," one student said. District sources say nine teachers were moved out of Cherry Hill High School East and a handful of others moved from Cherry Hill High School West. Several staff changes were also made in three district middle schools."I feel like just switching around for the sake of switching around teachers, they don’t realize how much it effects our family in the history department, the family of teachers and all the established relationships with the students," a student said. Cherry Hill School District Superintendent Joseph Moloch said some level of teacher reassignments happen every year, but he admitted that more are taking place this time around. School officials would not talk about specific teachers, citing personnel issues and privacy, but said they don't make the moves lightly. Advertisement"We take a look at each one of the teachers and where can his or her talents make the most impact or make continued impact," Moloch said.

Untrained foreign fighters urged to steer clear of Ukraine: ‘This is not Call of Duty’
International Legion of Territorial Defence of Ukraine, the official channel for foreign fighters, will only consider recruits with combat experience. The Ukrainian military is now urging those without military experience to stay at home.“Our main priority is combat experience and all of them have to understand their role and place,” Anton Myronovych, a spokesperson for Ukraine’s Armed Forces, tells Global News.“We don’t need mercenaries who think they may make some money or something like that.”This phenomenon has also raised questions about what will happen when these people return home. For Canadian foreign fighters, in particular, Veteran Affairs has said it bears no responsibility for physical or psychological injuries acquired by anyone, since Global Affairs has advised against travel to Ukraine. On February 27, three days after Russia launched its invasion, Ukrainian President Volodymyr Zelenskyy issued a call for foreign volunteers to help fight for his country’s freedom — an international legion that would operate as part of Ukraine’s military. The next day, he signed a decree waiving visas for any foreigners who wished to join the fight and launched a website outlining how to apply to the newly created International Legion. In the month since, thousands of foreigners have applied to be part of the group.
