COLOMBO (News 1st) – President Ranil Wickremesinghe instructed all the District Secretaries to coordinate the relief work with the help of the Disaster Management centre for those affected by the prevailing bad weather conditions.The President has also mentioned that all necessary provisions have been allocated through the Ministry of Finance and has directed the officials to provide all necessary facilities including food and medicine to the affected people.

He has advised the officials to pay special attention to the sanitary facilities of the affected people.The President further instructed the District Secretaries to work in coordination with all the Divisional Secretaries and officials of the line ministries to get the support of government officials and the armed forces in this relief program.According to the Disaster Management Centre report as of October 16 2022, 15,404 families in 52 Divisional Secretariats have been affected by the strong winds, landslides and floods that affected 11 districts namely Trincomalee, Galle, Kilinochchi, Kalutara, Gampaha, Colombo, Puttalam, Ratnapura, Kandy Hambantota and Kegalle.Due to the prevailing bad weather conditions, 03 people are reported dead and two people are reported injured across the island.

COLOMBO (News 1st) – Authorities in Vietnam have reported that the skipper of the large migrant boat that was rescued by its Navy was not among those who were rescued.Vietnam media quoting the rescued Sri Lankans reported that the captain of the iron-hulled ship LADY R3 abandoned the boat after it started drifting at sea, and then did not return.A border guard commander of Ba Ria – Vung Tau province had also confirmed the information.A Sri Lankan man had reportedly said that his group had traveled from Sri Lanka to Myanmar and from there they had boarded the LADY R3 boat to travel to Canada by sea.It is unclear if all 303 Sri Lankans traveled together or in groups to Myanmar, and how they made it to Myanmar, as investigations are pending.Before 303 Sri Lankan citizens were rescued by the Helios Leader Vessel on the afternoon of November 6th, their ship had been stalled for nearly 40 hours, unable to maneuver and was drifting freely. On the afternoon of November 8th, when the SAR 413 vessel from the Vietnamese Coast Guard organized to welcome the 303 Sri Lankan citizens from the Helios Leader vessel to shore, initially four men got off the ship, the rest refused to get off despite the persuasion of the Honorary Consul of Sri Lanka, who took an entire hour to pursuade them to leave the Japanese freighter.At this time, the authorities considered the option for these four people to return to the Helios Leader, but they refused and said that if they returned, they would be beaten. Thereafter, all 303 Sri Lankans were taken off the Helios Leader in batches and brought ashore.For humanitarian reasons, the Ba Ria – Vung Tau Provincial Command for Natural Disaster Prevention and Control and Search and Rescue has arranged for 303

COLOMBO (News 1st) – Speaker Mahinda Yapa Abeywardena announced in Parliament yesterday (10) that special security arrangements as done in previous years will be implemented in connection with the Budget speech for the year 2023 to be made by the Minister of Finance on Monday the 14th of November 2022.Accordingly, today (11) the entire Parliament building including the restrooms and wardrobes of the Members of Parliament will be subjected to security inspection.On the 14th, when the budget is presented in Parliament, galleries will be restricted only to the Diplomatic Corps. As the Members’ car park will be kept closed on this day the vehicles of the Members will be directed to the relevant Car Parks. The Speaker also requested the Members of Parliament to arrive in Parliament on that day in a Chauffeur-driven vehicle as far as possible. The speaker also informed that Valet parking of the self-driven vehicles of the Members of Parliament will be attended to by the Chauffeurs of the Parliament Staff who will be deployed at the Members’ Entrance.In addition, special traffic arrangements will be adopted by the Traffic Police and the nearest Police Stations in the area on this day. The speaker also informed that the cooperation of all Members of Parliament is kindly expected towards the aforementioned special security arrangements.

President Ranil Wickremesinghe stated that he had recently discussed Sri Lanka’s debt restructuring with the Chinese Finance Minister and he is optimistic that the discussions in this regard would be concluded successfully.The President further mentioned that the delegation headed by the State Minister of Finance, who is currently in Washington, held initial discussions yesterday (15) with the International Monetary Fund and the three main countries, China, India and Japan that have given loans to the country. He said that the government is giving priority to immediately solve the problem of the country’s bankruptcy and to ensure food security.President Ranil Wickremesinghe made these remarks following an observation tour of the cultivated lands in Rathumada-Weerakandawala area in Siambalanduwa Divisional Secretariat this morning (16).The President also discussed the progress of the implementation of the food security program in Monaragala district with government officials.He said that there is no problem with having debates and also recalled the statements made by some people that they would come forward and shed blood and said that one should live before shedding blood.The President mentioned that if a proper program is not implemented to provide food to the people, they will not have to shed blood but will starve to death.

COLOMBO (News 1st) – President Ranil Wickremesinghe emphasized that all should join together to solve the people’s food issues, casting traditional party politics aside.The President made this observation addressing the public officers at an awareness program on the multi-sector mechanism to empower rural economic revitalization centers to ensure food security and nutrition at Hardy Advanced Technological Institute Auditorium in Ampara this morning (15).The President further noted that no one would be allowed to starve despite the fact that the country is going through a very difficult time and pointed out the importance of successfully implementing the national food production program to prepare for a possible global food crisis in 2023.The president also said that the agriculture modernization program would be implemented from next year concurrent to the food security program.The implementation of the multi-sector mechanism to empower rural economic revitalization centers to ensure food security and nutrition in transforming the Ampara District also into a prosperous one with a blooming community was also discussed at length.The Ampara district contributes 22 percent to the national paddy harvest and discussions were also focused on making the paddy cultivation in the Yala and Maha seasons a success.It was also special feature that the President paid special attention to the issues faced by the government officials during the field work. The president was made aware of issues related to the agriculture and fisheries industry in the Ampara district and he directed the officials to address those issues.

COLOMBO (News 1st) – President Ranil Wickremesinghe instructed officials to celebrate the 75th Independence Day in a dignified manner that reflects national and religious unity.Steps have been taken to celebrate the 75th Independence Day celebrations on the 04th of February 2023 at the Galle Face Green with all pomp and pageantry under the theme, “Let’s stand together”.A discussion on the organization of the 75th Independence Day commemoration was held under the chairmanship of President Ranil Wickremesinghe at the President’s Office this afternoon (12). COLOMBO (News 1st) – President Ranil Wickremesinghe pointed out that using children as shields in demonstrations is a serious offence according to the law of the country and advised the Sri Lanka Police to take immediate measures to prevent the perpetuation of such conduct.President Wickremesinghe issued these instructions during the special discussion held at the Presidential Secretariat on Tuesday (12) on the protection of children’s rights.Highlighting sub-section 13 of Article 27 of the Constitution, “The State shall promote with special care the interests of children and youth, to ensure their full development, physical, mental, moral, religious and social, and to protect them from exploitation and discrimination,” the President emphasized that protecting children is the prime responsibility of a government.Steps were also taken to assign the responsibilities of child protection to the Sri Lanka Police and related government institutions.The President upheld the need for an Act to protect children’s rights to prevent them from being used for sexual activities and protect their fundamental rights. He also advised the officials to discuss this issue with the Attorney General to take necessary steps in this regard.The President drew attention to the detention of the children, who were among the people who were arrested for illegally migrating to India, and therefore separated from their parents. He said that this situation needs to be rectified immediately and arrangements made to return the children to their parents.The President also requested special attention to be paid to the education of children in orphanages and the protection of their rights and advised the officials to submit a report on those with special

COLOMBO (News 1st) – A country’s security is not only ensured militarily but is also secured through food and economic security, President Ranil Wickremesinghe emphasized.The President said this during the progress review meeting of the National Food Security and Nutrition Assurance Program held at the Presidential Secretariat on Tuesday (11).Emphasizing that urgent measures should be taken to provide the country with fuel and food, the President said that if necessary, he could intervene through state security regulations.The President also noted that if the implementation of the food security and nutrition assurance program is hampered due to the collapse of the state machinery, he is ready to intervene at any moment to resolve these issues.President Ranil Wickremesinghe also pointed out the need to modernize agriculture and enact legislation on food security through this program.The multi-sectoral joint mechanism to empower rural economic revitalization centres to ensure food security and nutrition was recently implemented across the island under the theme “No citizen should be allowed to starve due to the lack of food”, on the directives of President Ranil Wickremesinghe.Also, the progress of the program at the district level was examined during this discussion and it was stated that rural economic revitalization committees have been established at the village level in all districts and programs have been initiated to ensure food security and nutrition.Discussions also centred on the issues that could arise during the cultivation process in the relevant districts, while special attention was placed on the supply of fertilizer, land issues, unavailability of seeds and the crop damage caused by wild animals.President

COLOMBO (News 1st) –  President Ranil Wickremesinghe has issued instructions to streamline the process of responding to letters, emails and phone calls addressed to government institutions. The president has focussed his attention on streamlining and expediting the process of responding to letters, emails, and phone calls by the public instead of them having to waste their time, effort, and money by having to come to these institutions personally to attend to their requirements. Accordingly, a special letter signed by the Secretary of the Ministry of Public Administration, Home Affairs, Provincial Councils and Local Government, including provisions in replying to letters, e-mails and telephone calls addressed to government institutions, has been sent to all ministry secretaries, provincial chief secretaries, and Heads of departments.Priority should be given to general letters from the public to government institutions, and in case final replies cannot be sent immediately, an interim reply stating that the letter has been received should be sent within one week and a final reply should be sent within four (04) weeks. In addition, for all official letters, the direct telephone number, fax number, and e-mail address of the staff officer in charge of the subject should be mentioned below the signature of the relevant letter when sending reply letters.Emails sent to public email addresses of relevant offices should be checked daily and a specific officer should be assigned for the purpose.

COLOMBO (News 1st) – President Ranil Wickremesinghe has instructed to expedite the program to provide welfare benefits to 3.1 million low-income families in Sri Lanka.This program has been planned to cover all the districts of the country under the theme ‘Don’t Leave Anyone Behind’. Under this program, the benefits will be available for the families or individuals receiving benefits under Samurdhi, Elderly Persons, Disabled Persons, and Kidney Disease Assistance Program. People who are on the waiting list expecting subsidies as well as people who are affected by the current economic crisis and who are expecting government welfare benefits will also receive this benefit, the Minister revealed.Minister also said that calling for applications has already started and the closing date has been extended to October 15.The relevant application form can be downloaded via the www.wbb.gov.lkBy calling for new applications, the government hopes to include all eligible beneficiaries and to provide benefits to all those who deserve benefits through the Social Welfare Benefit Board, the Minister further said.Denying the rumor that has been circulating among the public regarding the cut-down of the allowances according to the agreements with the International Monetary Fund (IMF), he said the government needs to organize the data in a correct system. It needs to include the group who are currently receiving welfare benefits as well as the group who are not receiving welfare benefits but are expecting. We expect to gather all the information and give the allowance to the necessary, appropriate, and correct individual."We are united in the national responsibility that no one should be left behind.
