PHILADELPHIA - Police in Philadelphia are warning of a fleet of unmarked tow trucks being used to carry out vehicle thefts. The Philadelphia Police Department on Friday said the thefts have happened across the city, but have mainly occurred in the south and southwest sections. In many of the thefts, police say the actor will come to the vehicle owner's front door and demand money to prevent their car from being towed. According to investigators, the vehicle owners are told that their car is on a 311 list. LAS VEGAS - New details were released Thursday on the DUI arrest of former Seattle Seahawks running back Marshawn Lynch from earlier this week in Las Vegas. On Aug. 9 before 7:30 a.m, an officer was conducting a vehicle stop on a car for a man asleep behind the wheel.According to a police report, the car had significant damage, with no rim or tire on the driver’s side front wheel, with dents and dings on the rear driver’s side wheel that about to fall off and the front passenger rim and tire that was almost off. The officer noticed the car was not running but the car had a push button to start and the keys were with the driver. The driver, who was later identified as Lynch, was asleep behind the wheel with the driver’s door open and leaning back in the seat, documents said. Investigators noted Lynch would speak and fell in and out of sleep several times throughout the encounter. According to the police report, the officer noticed a strong odor of alcohol emitting from the car and Lynch, his eyes were bloodshot and watery, and he had one shoe on.  Lynch told the officer that he was "not drinking and he does not do drugs, but that he stole the vehicle," documents said. The report said the responding officer asked Lynch if he would exit the car, he refused and became uncooperative.

PHILADELPHIA - A Philadelphia police officer has been placed arrested and charged for threatening and assaulting his former partner, who is the mother of his four children. According to the Philadelphia District Attorney's Office, Ramon Chaulisant, 33, was charged with aggravated assault, terroristic threats, theft, possession of an instrument of crime, harassment, and related charges. Chaulisant has also been placed on administrative duty and his service weapon was confiscated by authorities, the DA's Office says. According to police, in February, Chausilant allegedly struck his former partner in the face and body at her home while he was visiting his children. The officer is accused of forcing the woman down a set of stairs and kicking her front door, doing damage to the door frame. Months later, in April, Chaulisant called police to his home to make a report against his former partner, who was trying to pick up their children, law enforcement says. MORE LOCAL HEADLINESOfficials say he also told responding officers that they would find his former partner "face down."On August 1, Chaulisant allegedly broke dishes during a verbal fight with the woman at her home before threatening to kill her, breaking her car window with a free weight and stealing her laptop and iPhone,  according to the DA's Office. Authorities say the couple's four children were present at during all of the incidents. "I want to thank PPD Internal Affairs and my office's Special Investigations Unit for effectively intervening in a highly dangerous situation for a mother and her four young children," District Attorney Larry Krasner said.
