COLOMBO (News 1st) – Human Rights Watch quoting economists says that the economic situation in Sri Lanka could deteriorate rapidly without action by foreign creditors, placing the basic needs of millions of people in further jeopardy.To stabilize the economy, international creditors should agree to restructure Sri Lanka’s debt so the country can secure final approval for an International Monetary Fund (IMF) loan and financing from other global agencies, it added.In April, Sri Lanka defaulted on over US$50 billion in debts to international creditors. In September, it reached a staff-level agreement with the IMF for a four-year, $2.9 billion bailout.

Sri Lanka at high risk of a currency crisis, warns top Japanese bank

COLOMBO (News 1st) – Sri Lanka is among the seven countries with a high risk of a currency crisis, warned Nomura Holdings, Japan’s top brokerage and investment bank.The other countries are Egypt, Romania, Turkey, the Czech Republic, Pakistan, and Hungary.According to Reuters, the Japanese bank said that 22 of the 32 countries covered by its in-house "Damocles" warning system have seen their risk rise since its last update since May, with the largest increases in the Czech Republic and Brazil.It meant the sum of the scores generated on all 32 by the model had increased sharply to 2,234 from 1,744 since May."This is the highest total score since July 1999 and not too far from the peak of 2,692 during the height of the Asian crisis," Nomura economists said, calling it "an ominous warning sign of the growing broad-based risk in EM currencies".The model crunches 8 key indicators on a country's FX reserves, exchange rate, financial health and interest rates to give an overall score.Based on data from 61 different EM currency crises since 1996, Nomura estimates that a score above 100 indicates a 64% chance of a currency crisis in the following 12 months.Egypt, which has already devalued its currency heavily twice this year and sought an International Monetary Fund (IMF) programme, now generates the worst score at 165.Romania is next on 145 having been propping up its currency with interventions.

Sri Lanka hopes for IMF deal in December

(Reuters) – Sri Lanka has postponed a round of debt restructuring talks initially expected to be held on Thursday to allow central bank and treasury officials to provide clarifications sought by the country's creditors, its state minister of finance said.The island nation formally kicked off the talks in September after securing a preliminary $2.9 billion bailout with the International Monetary Fund, a step on a path out of the country's worst financial crisis in a decade.But it needs to secure financing assurances from key creditors including China, Japan and India before the funds can be disbursed."There are different concerns that different creditors want cleared so it was decided that these clarifications would be communicated first and then new dates would be set for another round of talks," state minister Shehan Semasinghe Semasinghe told Reuters on Thursday."The dates are yet to be decided."Semasinghe did not provide details on the creditors' concerns or what exactly was being discussed between them and Sri Lanka's central bank and treasury officials.Sri Lanka had earlier set a target of getting board level IMF approval in December for the planned four-year programme."We are focusing on financing assurances. As of now no bilateral creditor has informed us that they are not going to support us," Semasinghe added."We have a target and we are pushing hard to meet it in December."Sri Lankan officials have also had talks with representatives from China EXIM Bank and China Development Bank which together hold about $4.3 billion in loans given to fund large infrastructure projects over the last 20 years.

Lost at Sea: Skipper not among Sri Lankans taken to Vietnam

COLOMBO (News 1st) – Authorities in Vietnam have reported that the skipper of the large migrant boat that was rescued by its Navy was not among those who were rescued.Vietnam media quoting the rescued Sri Lankans reported that the captain of the iron-hulled ship LADY R3 abandoned the boat after it started drifting at sea, and then did not return.A border guard commander of Ba Ria – Vung Tau province had also confirmed the information.A Sri Lankan man had reportedly said that his group had traveled from Sri Lanka to Myanmar and from there they had boarded the LADY R3 boat to travel to Canada by sea.It is unclear if all 303 Sri Lankans traveled together or in groups to Myanmar, and how they made it to Myanmar, as investigations are pending.Before 303 Sri Lankan citizens were rescued by the Helios Leader Vessel on the afternoon of November 6th, their ship had been stalled for nearly 40 hours, unable to maneuver and was drifting freely. On the afternoon of November 8th, when the SAR 413 vessel from the Vietnamese Coast Guard organized to welcome the 303 Sri Lankan citizens from the Helios Leader vessel to shore, initially four men got off the ship, the rest refused to get off despite the persuasion of the Honorary Consul of Sri Lanka, who took an entire hour to pursuade them to leave the Japanese freighter.At this time, the authorities considered the option for these four people to return to the Helios Leader, but they refused and said that if they returned, they would be beaten. COLOMBO (News 1st) – In an unusual rescue operation in the South China Sea on Monday (7) , a migrant vessel attempting to make a transpacific voyage was rescued off the coast of Vietnam.More details about this dramatic rescue have surfaced following revelations made by the Vietnamese media.Migrant vessels are frequently rescued off Cuba, Haiti, Libya and Turkey, but these are generally small, improvised craft on regional journeys. The Myanmar-flagged trawler Lady R3, saved by a good samaritan ship off the coast of Vietnam yesterday, was none of these things. This substantial steel-hulled fishing vessel was attempting to make it all the way from Myanmar to Canada – another 6,000 nm away on a Great Circle route – in order to deliver more than 300 Sri Lankan nationals to a new country. People in need of life-saving assistance hits 3.4 Mn in Sri Lanka

COLOMBO (News 1st) – The United Nations (UN) team in Sri Lanka and non-governmental organisations have today revised and extended their joint Humanitarian Needs and Priorities (HNP) Plan, which aims to provide life-saving assistance to 3.4 million people amid Sri Lanka’s worst economic crisis since independence.Since June, the HNP has been responding to the Government's request for UN-backed multi-sector support for Sri Lanka's debt and food and medicine shortages. Governments and donor agencies have helped the humanitarian community reach over 1 million of the country's most vulnerable people with cash, food, school meals, medicine, protection, and livelihood support. The HNP aligned with appeals from other UN agencies has raised US $79 million for Sri Lanka thanks to landmark support from the U.S and USAID, Australia, and Japan including JICA, the UN Central Emergency Relief Fund (CERF), as well as Canada, Denmark, Norway, New Zealand, Italy, EU, Switzerland, France, and with additional support from the UK, Germany, Thailand, Sweden, Georgia, Latter Day Saint Charities and private individuals and organizations including Brandix Apparels Ltd, Hemas Holdings PLC, Dilmah Ceylon Tea Company PLC, Daraz (Alibaba Group), Amana Bank PLC and the Citi Foundation. Over 300 Sri Lankan migrants rescued by Vietnam & Japan ships

COLOMBO (News 1st) – A Vietnamese rescue ship had docked alongside a Japanese ship to bring more than 300 Sri Lankans in distress ashore on Tuesday (8).According to reports from Vietnam, the Vietnamese Coast Guard vessel SAR 413 of the Center for Maritime Search and Rescue Coordination Area 3 approached the fishing boat LADY R3311.According to a border guard commander of Ba Ria – Vung Tau province, at 6 pm on November 6th, when the fishing boat arrived in the Truong Sa archipelago, it broke water and drifted into the sea, the ship sent a distress signal.On November 7th, the Japanese cargo ship Helios Leader en-route from Japan to Singapore approached the distressed vessel and brought all 305 Sri Lankan citizens and sailors on board and proceeded to Vung Tau where it was met by the Vietnamese Coast Guard.The Vietnamese functional forces boarded the Herios Leader Vessel, a vehicle carrier, anchored off the coast of Vung Tau to receive the more than 300 Sri Lankans.It is reported that the Sri Lankans were saved by the crew aboard the Herios Leader Vessel.Accompanying the delegation on board the ship SAR 413 were representatives of the Sri Lankan Embassy in Vietnam.

COLOMBO (News 1st) – State Minister of Finance Shehan Semasinghe said Sri Lanka's second round of discussions with creditors concluded successfully.He added that legal advisers, financial advisers and major creditors including China, India and Japan joined the discussions.Several reforms were made since March, in order to obtain IMF assistance, and restructure the country's debt.The State Minister added that Sri Lanka has agreed to deal with all creditors in a transparent manner.The Central Bank of Sri Lanka and the Ministry of Finance have communicated that they will work with the creditors to provide them with the necessary information and clarifications.The State Finance Minister said that the IMF Board of Directors will grant its approval, as soon as Sri Lanka obtains assurance from its creditors, and these discussions are vital for the process.Sri Lanka expects to receive assistance from the IMF by the end of 2022.

(Hindustan Times) – Sri Lanka will miss the December deadline for securing an IMF loan as the main bilateral debtor China was involved in the 20th party congress and had little time for holding debt restructuring talks with Colombo, reported the Hindustan Times.The next meeting of the IMF executive board is in March 2023.According to financial analysts based in Washington, Sri Lanka likely will miss the December IMF deadline and will have to wait for March 2023 to secure a USD 2.9 billion loan from the lending institution in eight equal tranches.In the meantime, the Sri Lankan debt has increased further due to forex depreciation, deep recession, and burgeoning fiscal deficit. Since the end of 2021, inflation has considerably eroded the real value of domestic debt.While debtors India and Japan have already initiated a dialogue with Colombo on debt reconciliation and restructuring, China is still to engage in the dialogue as Beijing was involved in the 20th National Party Congress and had little time for client state Sri Lanka. COLOMBO (News 1st) – The State Minisrer of Finance Shehan Semasinghe says that he hopes to reach an agreement with regard to the financial assurance by creditors, which is expected by the International Monetary Fund during the negotiations that will begin on 3rd November.The State Minister said that although Sri Lanka's bilateral creditors such as China, India and Japan have verbally agreed to assist the country in debt restructuring, however, the IMF needs proper financial assurance in time for the negotiations.The Minister said that they are attemtpting to obtain the approval of the IMF board as soon as possible. COLOMBO (News 1st) – Member of the Economic Center of the Samagi Jana Balawegaya, Dr. Harsha de Silva says that the Government's recent tax revision has a risk of being backfired, and alleged that the proposal was not brought before the Parliament and neither the Parliament Finance Committe for approval beforehand. Speaking at a press conference held on Wednesday (12), the MP alleged that the tax revsion is one of the moved which are stipulated in the IMF agreement, that was hidden from the public. The researchers have said in the study that some mouthwashes, that contain a chemical known as ‘cetylpyridinium chloride (CPC)’ block the entry of the SARS-CoV-2 virus into the cells, thus, suppressing the infection. Sri Lanka rejects resolution at the UN Human Rights Council

COLOMBO (News 1st) – Sri Lanka categorically rejected resolution A/HRC/51/L.1 (Rev.1) titled "Promoting reconciliation, accountability and human rights in Sri Lanka" tabled by the United Kingdom, Canada, Germany, Malawi, Montenegro, North Macedonia, and the United States, which was adopted by a vote at the Human Rights Council (HRC) in Geneva, on Thursday (6).Sri Lanka's Minister of Foreign Affairs Ali Sabry delivered the statement on behalf of Sri Lanka as the country concerned and called on the Members of the Council to reject the resolution by voting against it.In support of Sri Lanka’s position opposing the resolution, the delegation of Pakistan called for a vote. Over half of the members of the Council did not support the resolution with 07 countries (Bolivia, China, Cuba, Eritrea, Pakistan, Uzbekistan and Venezuela) voting against the resolution and 20 countries abstaining on the vote. 20 countries voted in favour of the resolution.Representatives of Pakistan, Brazil, China, Venezuela, Japan and Republic of Korea made statements in support of Sri Lanka prior to the vote.Pakistan said that they share the concerns of Sri Lanka and other Member States that the resolution is intrusive and this level of scrutiny would not be even acceptable to any sovereign state including the Core Group.
