Ottawa nears deadline to call inquiry into Emergencies Act use over convoy protests “I am committed to ensuring that the process is as open and transparent as possible, recognizing the tight timelines for reporting imposed by the Emergencies Act,” Rouleau said in a brief statement Monday.A government source told Global News earlier on Monday that the commission will have a “broad mandate” to examine the circumstances leading up to the convoy protests, which paralyzed downtown Ottawa for weeks and blockaded multiple Canada-U.S.

border crossings.According to the government, Rouleau will have the “power to summon witnesses under oath, and require them to provide documents or other items that the commissioner considers necessary” to produce their report. At the same time, the government will require the commission to prevent the release of any documents that could be considered damaging to Canada’s international relations, national security or defence.

Where’s ‘freedom’ from here? Canada’s convoy protests are over, but the anger remains Rouleau’s mandate, set out in a government document published Monday, is indeed broad.

He’s been tasked with examining the “evolution and goals of the convoy and blockades, their leadership, organization and participants,” the impact of “domestic and foreign funding” including the millions donated through crowdfunding platforms, and the role of “misinformation and disinformation” that helped fuel the protests. The much-criticized response of the Ottawa Police Service will also be under Rouleau’s purview, as well as the economic impact of the cross-border blockades, which slowed trade with the U.S.Access to government documents and decision-makers was a key question about the public.

#Rambukkana Shooting: Cops use correction fluid on report submitted to court, Magistrate orders NOT to influence witnesses
COLOMBO (News 1st); A Senior Police Officer apologized to the Kegalle Magistrate on Wednesday (20), for repeatedly using correction fluid on several notes mentioned in the B report produced by Sri Lanka Police over the Rambukkana incident. The Senior Police Officer apologized to the Kegalle Magistrate, after counsel reported facts to the court against Sri Lanka Police over the killing of a protestor in Rambukkana.Counsel alleged that Sri Lanka Police had deliberately changed certain sections of the B report in a conniving manner, and raised their concerns to the Magistrate. The Kegalle Magistrate had announced that the Inspector General of Police will be informed of the matter.Sri Lanka Police had submitted facts to the country via an AR report, however counsel argued that a murder incident cannot be produced to the court via an AR report.Thereafter, the Magistrate had ordered Sri Lanka Police to submit facts via a B report, and adjourned sessions to conduct a site inspection at the location where shots were fired during the protest, and a three-wheeler was set ablaze. The Magistrate during the inspection process also recorded statements from three witnesses, and one counsel informed the Magistrate that one of the witnesses was intimidated by a police officer after providing evidence. The Magistrate ordered Sri Lanka Police to refrain from exerting any influence on the witnesses in the matter.

Delaware County passes emergency ordinance in response to recent Crozer Health closures
MEDIA, Pa. - The Delaware County Council passed an emergency ordinance stating long-term care facilities and hospitals must provide notice to the county when developing plans to close long-term care facilities, hospitals or large portions of hospitals. This comes in the wake of a series of temporary or permanent suspensions and closures by Crozer Health. The ordinance requires 180-day notice be given to the county of decisions to close all or portions of a hospital or units of a hospital. For example, 180-days notification of the closing of ambulance services, behavioral health departments, labor and delivery or ERs must be given to the county. The county is also requiring establishments to provide closing plans to the Delaware County Health Department no later than 120 days from the anticipated date of closure.Beginning in January of this year, Crozer Health has closed or suspended a number of health units, including its maternity ward at Delaware County Memorial Hospital and emergency room services at Springfield Hospital, among others. The ordinance also states specific information for the continuance of patient care must be included in any closure plan, as well as plans for where to place emergency department patients, dealing with medical records and how communities will be accommodated for future care. The county let it be known that any failure to comply with any part of the ordinance will result in court action. Advertisement"While the passage of an emergency ordinance is a drastic measure, it is both justified and necessary," said Delaware County Vice Chair Elaine Schaefer.
