NEW JERSEY - A New Jersey man faces multiple charges after he allegedly ran over a woman, repeatedly, when she attempted to take pictures of his vehicle following a collision.According to the Union County Prosecutor's Office, Vincent Jean, 56, of Elizabeth, was driving a Mitsubishi SUV on Tuesday at about 8:30 a.m. when it collided with a 23-year-old woman's vehicle in the area of Salem Avenue and Aberdeen Road in Elizabeth.Witnesses told prosecutors that Jean attempted to flee the scene and the woman, who was standing on the sidewalk, began taking photos of his car in order to be able to identify him to the police.That's when Jean drove directly at the woman who ran onto a lawn.

COLUMBIA, S.C. - A South Carolina prisoner scheduled to be the first man executed in the state in more than a decade has decided to die by firing squad rather than in the electric chair later this month, according to court documents filed Friday.Richard Bernard Moore, 57, is also the first state prisoner to face the choice of execution methods after a law went into effect last year making electrocution the default and giving inmates the option to face three prison workers with rifles instead.Moore has spent more than two decades on death row after being convicted of the 1999 killing of convenience store clerk James Mahoney in Spartanburg. If executed as scheduled on April 29, he would be the first person put to death in the state since 2011 and the fourth in the country to die by firing squad in nearly half a century.The new law was prompted by the decade-long break, which corrections officials attribute to an inability to procure the drugs needed to carry out lethal injections.In a written statement, Moore said he didn’t concede that either method was legal or constitutional, but that he more strongly opposed death by electrocution and only chose the firing squad because he was required to make a choice."I believe this election is forcing me to choose between two unconstitutional methods of execution, and I do not intend to waive any challenges to electrocution or firing squad by making an election," Moore said in the statement.Moore’s attorneys have asked the state Supreme Court to delay his death while another court determines if either available method is cruel and unusual punishment.

FORT MYERS BEACH, Fla. - Law enforcement officials are looking for information after a dolphin was found dead in Florida after being impaled in the head. The National Oceanic and Atmospheric Administration (NOAA) said the dead dolphin was found on Fort Myers Beach on March 24 and recovered by the Florida Fish and Wildlife Conservation Commission (FWC). NOAA's law enforcement office said a necropsy on the dolphin revealed it was impaled in the head by a spear-like object while still alive. The dolphin was a lactating female, and it appeared to have died from trauma, which happened at or around its time of death, according to NOAA.READ: Dolphin dies after reportedly being harassed by Texas beachgoersLaw enforcement officials said they suspect the dolphin was impaled while in a "begging position." PHOENIX - The parents of a 1-year-old boy have been arrested in Phoenix after their child reportedly overdosed after ingesting fentanyl, court documents say.Police booked 37-year-old Marvin Gray and 23-year-old Anna Chavez into jail on child abuse charges.According to court paperwork, first responders were called because the little boy was not breathing and unresponsive.He reportedly regained consciousness after firefighters gave him two doses of Narcan, and he was rushed to the hospital where he was given a third dose of Narcan.A urine test at the hospital showed that the boy had ingested fentanyl, court documents said.Police say they searched the family's apartment and found eight pills marked "M30" and $10,000 in cash. According to court records, Chavez denied knowing how her child was exposed to fentanyl."You know, a small pinch of a powder, that would be enough for a child," said Dr. Frank Lovecchio.

West Chester University HARRISBURG, Pa. - Students at Pennsylvania's state-owned universities won't see tuition increase next year under a unanimous vote Thursday by the system's board.The State System of Higher Education's Board of Governors passed what will be the fourth year of flat tuition, as the struggling system hopes the Legislature will approve hundreds of millions in additional funding in the 2022-23 state budget."The state’s decision about our budget this year is existential for the state system," Chancellor Daniel Greenstein said this week, ahead of the expected vote. "It will determine the future of higher education in the state."Greenstein has been overseeing reforms to the sprawling system that currently enrolls nearly 90,000 students.The board six months ago sought $550 million in state funding next year, an increase of about 15%, along with $201 million in student aid and about $75 million in federal funds to help pay for system changes."I felt it’s not really the right time to seek a tuition increase," Greenstein said.The board could still increase tuition ahead of the coming school year if the state budget subsidy is not sufficient.AdvertisementTuition is currently about $7,700 for in-state undergraduates.
