PHILADELPHIA - A rally to end the scourge of gun violence in Philadelphia was held Tuesday, and called special attention to the shooting death of 15-year-old Sean Toomey. Police say Toomey was shot in the head outside his family’s home in Wissinoming on March 24. He later died from his injuries at the hospital. Investigators originally said that Sean was hit by stray gunfire, but law enforcement sources told FOX 29's Kelly Rule that they believe he was shot while running from an attempted carjacking.Sources said Sean was unloading water from his father's car when two men approached him and tried to steal the car.

RADNOR, Pa. - Authorities in Pennsylvania say a new social media challenge that involves a gel pellet gun lead to a police response at a school and resulted in four teens being arrested. In a letter to families, the Radnor Township School District said 25 students were working outside Radnor Middle School last week when a car pulled up and fired a gel pellets towards the school. Three students and a faculty member were hit, but did not require medical treatment. Officers from the Radnor Township Police Department later arrested four teens who they say were in a car capture on surveillance video that fired the gel gun. Authorities are warning of the dangers of the Orbeez Challenge that involves shooting a gel pellet gun at unsuspecting people. Police say the attack was part of the "Orbeez Challenge," a new TikTok challenge that encourages users to sneak attack unsuspecting people with a gel pellet gun. "And that they have seen this on a TikTok type of source where it was a challenge and others go video yourself doing that or have some fun with that very unfortunately that was a very bad decision," Radnor Police Superintendent Christopher Flanagan said. According to officials, the teens arrested in the attack have been charged with possessing instruments of a crime, disorderly conduct, harassment and recklessly endangerment.Police in cities throughout the U.S.

HARRISBURG - A former Pennsylvania attorney general who served eight months in jail for leaking grand jury material and lying about it was charged Thursday with drunken driving after a weekend crash in Scranton.Police said Kathleen Kane, 55, told officers she was a designated driver, but surveillance video showed Kane herself had been drinking alcohol at a Scranton restaurant shortly before the crash, according to an affidavit.Kane had watery, bloodshot eyes and slurred her words — police said she had trouble saying the word "designated" — and failed a field sobriety test, the documents said.Kane, who was also charged with careless driving, was issued a summons and is due in court April 21. She did not respond to a message seeking comment.

UPPER PROVIDENCE TWP., Pa. - A Montgomery County man is facing multiple charges after authorities say he shot at police officers during an incident early Wednesday morning. David Naumenko, 62, is facing charges including attempted murder of a law enforcement officer, aggravated assault and related charges in the March 16 incident. Authorities say officers were dispatched to the Meadows Apartments in Upper Providence Township around 3 a.m. after receiving a call from a family member that Naumenko was having a mental breakdown. The caller reported that Naumenko was armed and leaving their home, claiming that he was ‘harmless.’ The first Upper Providence officer that arrived on the scene located a white Chevy Silverado pickup truck with Naumenko and a woman inside.

Richard Michael Frank, 51, has been sentenced to jail time after being convicted of sexually assaulting an 11-year-old.  BUCKS COUNTY, Pa - A former Philadelphia police lieutenant has been sentenced to jail time for sexually assaulting an 11-year-old girl, according to the Bucks County District Attorney. Richard Michael Frank, 51, was a Philadelphia police officer from 1999 to October 2019, when he was arrested, the DA says. Investigators began looking into Frank when a report of suspected child abuse was filed, according to authorities. Police say the child was interviewed at the Bucks County Children's Advocacy Center and she told investigators with the Southampton Police Department she was sexually abused by Frank from July to August of 2017 while he was supervising her. The victim's mother said Frank used his position of authority to abuse the child, saying, "he thought he was above the law," according to the DA's office. After a four-day trial, Frank was convicted of indecent assault, endangering the welfare of a child and corruption of minors. Judge Raymond F.

COATESVILLE, Pa. - Two men have been arrested and charged in connection to the shooting death of a four-year-old in Coatesville, the Chester County District Attorney announced Tuesday. Police say officers from the Coatesville City Police Department were called to the 300 block of East Chestnut Street around 5 p.m. on February 28. PREVIOUS: 4-year-old boy fatally shot in the face in Coatesville, police sayFour-year-old Roman Aguilera-Ortiz was found shot once in the face and pronounced dead by paramedics, police say. According to the DA, Aguilera-Ortiz's older brother, 18-year-old Victor Lara-Ortiz, was arrested and charged with involuntary manslaughter, firearms not to be carried without a license, endangering the welfare of a child and other related offenses. Police say Lara-Ortiz left his bedroom door open with a loaded gun unsecured on a table when the four-year-old found it and accidentally shot himself in the head. "There were no safety precautions whatsoever to secure the gun in any way," Chester County District Attorney Deb Ryan said. According to police, 31-year-old William Thomas was also arrested for selling the gun to Lara-Ortiz.

HARRISBURG - Pennsylvania's former top state prosecutor was arrested over the weekend and is expected to be formally charged with driving under the influence, Scranton police said Monday.Kathleen Kane, a Democrat who resigned as attorney general after being convicted of perjury in 2016, was involved in a two-vehicle crash in the city at about 6:30 p.m. Saturday, Scranton Police Chief Thomas Carroll said.Police did not release details about the crash, and until charges are filed there is no paperwork with information about the investigation.Spotlight PA reported that Carroll declined to say if Kane's blood was tested for alcohol level or why she was suspected of having been drinking.Kane's cellphone would not accept messages Monday and she did not respond to a text message seeking comment.Kane, 55, was the first Democrat and remains the only woman to have been elected as the state's attorney general.While in office, she leaked grand jury documents about a civil rights leader who had been investigated to embarrass the rival prosecutor who ran the probe and declined to bring charges.

A shooting Tuesday night has left one person dead in Minneapolis. MINNEAPOLIS (FOX 9) - The Hennepin County Attorney is declining to file charges against the homeowner accused of shooting an intruder last month in Minneapolis who claimed she acted in self-defense.Thirty-year-old Martin Lee Johnson was shot and killed outside a home along the 3300 block of 25th Avenue South on February 22.According to police, Johnson was shot after apparently trying to break into a home that night.

CAMDEN, N.J. - A New Jersey man is facing charges in a deadly crash that killed a Pennsylvania school principal and injured his young son last fall in Camden County. The Camden County Prosecutor's Office on Thursday charged 54-year-old Azuka Ossai with vehicular homicide and a fourth-degree count of assault by auto in the Nov. 13 crash that killed 51-year-old Sean Hughes. Hughes, who spent more than a decade as an educator in the Lower Merion School District, was the principal of Lower Merion High School.Hughes and his young son were on their way to a soccer game in Windslow Township when investigators believe Ossai sped through a stop sign at the intersection of Fleming Pike and Hays Road and slammed into Hughes' Ford SUV. Hughes suffered serious injuries and died later that morning, prosecutors said.

ELSMERE, Del. - Police in Delaware have arrested three juveniles in connection with a stolen car, including a 12-year-old boy they believe is connected to two other incidents.On Tuesday, police in Elsmere, Delaware received a report of a vehicle theft. STRATFORD, N.J. - Three people are facing charges after a Camden County teenager was found with a dog shock collar around her neck, according to Stratford police. Authorities say the 13-year-old girl's neighbor reported the incident on March 1. When officers responded, they observed markings on the teen's neck consistent with wearing the collar, police say. The teen was transported to Jefferson Hospital while detectives interviewed her family, police say. She told detectives that a relative put the collar around her neck and shocked her multiple times before, police say. MORE LOCAL HEADLINES The New Jersey Department of Child Protection and Permanency removed the teen from the Camden County home after she was released from the hospital, according to authorities. Police say the teen's guardian said she did not know about the shock collar or that the teen ran away to the neighbor's house.During a forensic interview, the teen told detectives a relative first used the dog shock collar on her when she was nine, police say. According to authorities, the teen also told detectives the shock collar was sometimes used as a form of punishment and that she was deprived of food and clothing at times. Police say a witness who also lives at the same residence said they observed the shock collar used as a form of punishment and saw the teen be deprived of amenities numerous times. Three of the teen's relatives face several charges, including aggravated assault and endangering the welfare of a child, according to Stratford Police.
