The towns join Leicester, the first place to be placed on the list, resulting in a full local lockdown of the area. In new figures published on Thursday, Blackburn and Darwen had the highest rolling seven-day rate of new COVID-19 cases in England.A government source reportedly told Sky News Luton or Blackburn and Darwen will not local-lockdown like Leicester.
Instead, the towns are more likely to halt reopening gyms and leisure centres this weekend, phasing them in at a later date.
